In-depth interviews with experts of different types and disciplines at the five selected sites will be carried out. Approximately 10 experts will be interviewed per site (= appr. 50 in-depth interviews for all sites, whereas one interview lasts about 2 hours). The exact number of interviews will be fixed, when the five sites are selected.

The main aim of the interviews is to find out about routines and procedures they apply in order to assess LQ and how they translate it into action. The most important question are:

How is LQ actually measured and taken care of by responsible people?
What is assessed, according to what theories or concepts?
How are results of assessment made use of and according to what theories and assumptions?
What problems do citizens identify at the selected sites, and what improvements do they expect, or suggest? How do experts learn about all this?
How are opinions about identified problems distributed in the different parts of Europe among citizens, according to the experts?
Are there differences in the perspectives taken by citizens and the one taken by experts, according to the experts?
What makes the implementation of sensible solutions for different types of problems difficult, and what enhances solutions?

A first categorisation will be done.
